DPS Suspends Issuance of Certain Commercial Driver Licenses

The Texas Department of Public Safety (DPS) has announced a suspension of certain commercial driver license (CDL) services, effective today, in compliance with an emergency rule change issued by the Federal Motor Carrier Safety Administration (FMCSA).

What Changed?
As of September 29, 2025, DPS will no longer issue:
Non-domicile CDLs
CDLs and Commercial Learner’s Permits (CLPs) for non-citizens who fall under the following categories:
Refugees
Asylees
Deferred Action for Childhood Arrivals (DACA) recipients
Additionally, anyone who currently has a CDL/CLP application pending under these categories will not be able to continue written or skills testing until further notice.
It’s important to note that DPS has never issued licenses to asylum seekers without lawful presence approval.
What This Means for Drivers
CDL/CLP issuance, renewal, and reissuance are suspended for the affected categories.
Drivers awaiting testing or processing will experience immediate interruptions.
There is no timeline yet for reinstatement—DPS is working with FMCSA to clarify next steps.
Why This Action?
This measure comes as part of Texas’s broader commitment to roadway safety and compliance with federal standards. Earlier this month, Governor Greg Abbott also directed DPS Commercial Vehicle Enforcement Troopers and inspectors to begin conducting English Language Proficiency reviews for commercial drivers operating in Texas.
